Violent sex offender comitted to mental hospital

District Attorney Jan Scully announced that a Sacramento jury found 55 year-old Warren David Rose to be a Sexually Violent Predator (SVP). Following the jury’s verdict, the Honorable Judge Russell Hom ordered Rose to be committed for an indeterminate period to the custody of the California State Department of Mental Health for appropriate treatment and confinement.

Rose’s predatory sex offenses date back 28 years. In 1983, he was convicted on seven counts of child molest and for violation of parole in 1991. In 1996, he was convicted in Sacramento County for lewd and lascivious act on a child. Later in 2000, he was found to be in violation of parole. In 2001, a jury found Rose to be an SVP.

This most recent trial was a recommitment proceeding following the enactment of Jessica’s law.

The Sacramento Violent Crimes Task Force (SVCTF), which is comprised of robbery detectives from the Sacramento County Sheriff’s Department and Special Agents from the FBI, is asking for help in identifying a serial armed robbery suspect. This suspect has robbed six restaurants in the Carmichael area since November 2010. Four (4) of the businesses have been Subway Sandwich shops.

The suspect (see surveillance photos below) is described as a white or Hispanic male between 20 and 25 years old. He’s approximately 6’ tall and weighs approximately 180 pounds. The suspect has been armed with a handgun and may be driving a silver compact car.

Elk Grove Mayors’ to Host Inaugural Texas Hold’em Charity Tournament to Benefit Elk Grove Food Bank

Elk Grove Mayor Steve Detrick and Vice Mayor Jim Cooper will be hosting the inaugural Elk Grove Mayoral Texas Hold’em Charity Tournament benefiting Elk Grove Food Bank Services on Friday, April 8, 2011, at Strikes in Elk Grove beginning with registration at 5:00 p.m. Tournament play will commence at 6:00 p.m.  The charity tournament is sponsored by the Elk Grove Community Connection (EGCC). 

“With a 30% increase over the past two years in the number of individuals served at the Elk Grove Food Bank Services, we are grateful the EGCC and everyone involved with the Mayors’ Charity Tournament share our focus in ensuring that food, clothing and other services remain available to those who are in need in our community." Charles Easton sentenced
to 17 years for sexual assaults

District Attorney Jan Scully announced today that Judge Russell Hom sentenced Charles Eaton to 17 years in prison following his conviction on two counts of assaulting his girlfriend, two counts of forcefully penetrating her with a foreign object and one count of threatening to kill her.
 
Eaton assaulted his developmentally disabled girlfriend numerous times over a 3 day period after learning that she had engaged in several relationships while he was incarcerated. On the last night of the assaults, Eaton had her remove her clothing and proceeded to sexually assault her with a Giants souvenir baseball bat and a banana. Eaton also made numerous threats to kill her. The next morning she escaped to a women’s homeless shelter.
 
Deputy District Attorney Carlton Davis stated, “The victim in this case showed tremendous courage and played a vital role in bringing her attacker to justice. Thanks to the assistance of District Attorney Victim Advocate Mimi Molinare-Fade, the victim received critical support during the court process.”

Sac Sheriff Arrest Suspect
in Sexual Assault Case

On January 15, 2011, Sacramento County Sheriff’s detectives arrested a suspect in connection with a sexual assault that occurred earlier in the week. Twenty-one year-old Hector Correa was taken into custody without incident at his residence, by detectives in the Sacramento County Sheriff’s Sexual Assaults Bureau. C

Correa was booked into the Sacramento County Main Jail on several felony charges related to the incident.

On January 10, 2011, a fifty-year old woman was awakened from her sleep, and sexually assaulted by the suspect at her residence in the Vehicle Drive area of Rancho Cordova. It was determined that the suspect gained entry into the victim’s residence through a window, and assaulted her before leaving through the front door.

Investigators released a composite sketch of the suspect earlier this week, and stated that tip information from the public was crucial in the identification and arrest of the suspect.

Rancho Cordova Police to Conduct DUI Checkpoint

The Rancho Cordova Police Department will be holding a Driving Under the Influence (DUI) Sobriety and Driver’s License Checkpoint on Friday, January 14, 2011 in the City of Rancho Cordova. The checkpoint will be operational that day from 8:00 p.m. to 2:00 a.m.

Officers will be checking drivers for signs of impairment, providing educational materials outlining the dangers of driving while impaired, and checking for driver’s licenses. This checkpoint operation will be conducted utilizing funds from a grant provided to the Rancho Cordova Police Department by the Office of Traffic Safety (OTS).

After a 10 month extensive remodel, Enotria Restaurant and Wine Bar (1431 Del Paso Blvd., Sacramento, CA) is opening its brand new wine bar this week with a soft opening, followed by a public opening on Tuesday, January 11, 2011.

Homicide on 45th Avenue

On January 9, 2011, shortly before 4:00 a.m., Sheriff’s deputies responded to the report of a shooting in the 3700 block of 45th Avenue. When they arrived, they found an unidentified Asian female who had suffered a gunshot wound to the torso. Paramedics arrived minutes later and pronounced the female subject deceased at the scene.

Sheriff’s Homicide detectives have not determined a motive for the shooting, nor have they identified any suspects believed to be responsible.

Former State Employee Sentenced Taking Cash Bribes

A former employee of the California agency charged with inspecting alcohol and drug abuse programs across the state was sentenced today to 41 months in federal prison after being convicted on federal corruption charges for demanding more than $100,000 in bribes from the owners of two drug rehabilitation clinics.

Gary Eugene Goethe, 48, of Sacramento, was sentenced yesterday afternoon by United States District Judge Gary A. Feess, who said Goethe’s conduct was “essentially a shakedown of those...over whom he has authority and the ability to control.” In May 2010, Goethe pleaded guilty to four counts of extortion under color of official right and two counts of bribery. In addition to the prison term he received today,

Goethe was ordered to repay the bribes he received during the FBI’s undercover investigation of his corrupt activities.

Assemblymember Huber Announces Revised Schedule for Mobile District Office Hours,

Assemblymember Alyson Huber has announced that she will continue to hold office hours as she did for the past two years; however her office notes that the details have changed slightly. With the opening of the Rancho Cordova district office in Sacramento County last year, mobile district offices will only be held in Amador and El Dorado County now and will occur the same day of each month.

Staff is present at all listed mobile district office hours and residents are encouraged to bring their questions, ideas and solutions regarding state legislative issues that affect the community.

Mastermind of Multi-Million Dollar Ponzi Scheme is Sentenced to 18 Years in Prison

In a case prosecuted by the state Department of Justice, William Arthur Sassman II, who looted the life savings of dozens of investors to bankroll his own lavish lifestyle and finance his own investments, was sentenced today to 18 years in prison.

Sassman convinced people who had painstakingly saved for their retirement that he could make a lot of money for them. Instead he used their money for his fine clothing, his expensive cars, his several homes and his own illegal investments.

Sassman, 42, of Sacramento, appeared in Sacramento County Superior Court today where he had previously entered a guilty plea on 13 felony counts of grand theft.

Judge Lloyd G. Connelly sentenced Sassman to prison and ordered him to pay more than $4.45 million in restitution to 48 victims. No funds have been found, however, and it is unlikely victims will receive repayment.

An investigation by agents of the Department of Justice revealed that Sassman, a licensed insurance agent, operated a Ponzi scheme starting about 10 years ago in which he repaid current investors with money from new investors.

Using a book he wrote, "Secrets of a Worry Free Retirement," Sassman convinced investors, many of whom were senior citizens, to shift their life savings to "high return" investments. These investments included foreclosed properties and real estate on Mare Island (Vallejo) and in other states, commercial property in El Dorado Hills near Sacramento, the production of a laptop computer stand called the "Notefloat," which never sold, and annuity, stock and foreign currency investments.

Sassman actually invested little of the money and rarely paid the double to triple digit returns he promised. Instead, he spent investors' millions financing his lavish lifestyle. He charged more than $1 million on his American Express cards, spent $300,000 on automobiles, including two Ferraris, and spent more than $121,000 at Polo Ralph Lauren. Sassman possessed three invitation-only Centurion cards, which are black metal cards issued by American Express for high spenders. He also had an electronic card for collecting public assistance despite owning three homes and numerous cars.

The limited funds Sassman did invest were channeled into other illegal operations in which Sassman himself was victimized. Sassman failed to disclose to investors that he had invested more than $200,000 in a "Nigerian swindle" in 2000-2002. He also lost money in a "stock trading program" run by a group subsequently indicted in federal court in 2009 for running a Ponzi scheme and a European investment scam that promised a 200 percent profit in 45 days or 800 percent annually.

As Sassman's empire fell apart in September 2009, he sought bankruptcy for himself and his companies, but he continued to solicit funds from investors. When Sassman was arrested in November 2009, investigators discovered that in the two months before his arrest he had sent another $20,000 to a new "Nigerian swindle."

Since his arrest, Sassman has remained in custody with bail set at $2 million. But investigators discovered that he had family members gain access to stolen funds to support his family and put funds on his jail commissary account.

Sassman's victims include a Sacramento resident who invested more than $250,000 in one of Sassman's companies. Sassman promised her a seven percent annual return. Her money was combined with money from other investors for a total of more than $700,000. Of that money, Sassman spent approximately $400,000 on personal expenses, more than $50,000 went to Sassman's wife, and more than $34,000 was paid in returns to other investors. The victim lost $170,000 of her investment.

In January 2007, a Sacramento couple gave Sassman more than $80,000 that was supposed to be invested in real estate and interest-bearing accounts, but the entire amount was used to pay previous investors.

The investigation was conducted by the Department of Justice, with assistance from the Department of Insurance and the Department of Corporations.

Juvenile arrested after leaving sexually explicit anonymous letters

Sacramento County Sheriff’s detectives arrested a 17-year old male in connection with leaving at least two (2) sexually vulgar letters anonymously at women’s doorsteps between September 25 and December 05, 2010. Each letter depicted sexual acts and hand-drawn pictures which were later determined to be from the same subject.

Anyone with information on additional recipients of such a letter in the Tallyho Drive area of Sacramento County, or who believes they may have been victims of similar activity, is encouraged to contact Sheriff’s Sexual Assault detectives at (916) 874-5115.

Disturbance Escalate to Shooting

The Sacramento Police Department is investigating the shooting of a 29-year-old male that began as a disturbance.

On January 5, 2011, at approximately 12:50 a.m., officers responded to the 1900 block of Canterbury Road on a disturbance occurring at a hotel. Officers arrived finding a broken window in a hotel room with a 29-year-old male inside that had been shot and killed. The subject who shot the male was detained at the scene.

Detectives and Crime Scene Investigators responded to the scene. Based on the preliminary investigation, detectives believe that the 29-year-old deceased had gotten intoxicated and into a fight with a friend.

A neighboring hotel resident came out, broke up the fight, and then headed back to his room. A short time later, detectives believe that the 29-year-old deceased came down to the room where the neighbor who intervened was staying, broke out a window, and went inside. The 29-year-old was shot when he entered the neighbor's hotel room.

The investigation is still ongoing and no arrest has been made. The identity of the deceased is being withheld pending the notification of his next of kin.

Domestic Violence Suspect
Dies After Fighting With Police

The Sacramento Police Department is investigating a domestic violence were the suspect died after struggling with police.

On January 5, 2011, at approximately 6:00 p.m., officers responded to a residence near Harding and American Avenue on a domestic violence call. The call indicated that a female had been punched by her boyfriend and that he was currently passed out in their home.

Officers arrived and met the victim outside. Officers were told that the victim and suspect had recently separated. Officer found that the victim had previously obtained a restraining order against the suspect.

Tonight, the victim called the police after the suspect kicked in the door to the residence and immediately began to attack the victim punching her several times. At one point during the attack, the suspect passed out on the floor.

The victim believed that the suspect may have been under the influence of narcotics. The victim was able to grab her 6-year-old son and run out of the house to call the police.

After speaking with the victim, officers went into the residence and contacted the suspect who appeared to be passed out and lying on the floor. The suspect suddenly woke and began fighting with officers.

While the officers were struggling with the suspect they realized he had stopped breathing and immediately began CPR. The Sacramento Fire Department responded and transported the suspect to a local hospital where the he later died.

The suspect is identified as a male Black, 48-years-old, 5'9, and 230 lbs. At this time it is unknown what caused the suspect's death. No lethal or less than lethal weapons were utilized by law enforcement personnel during the struggle.

The Sacramento Police Department's Homicide, Internal Affairs, Professional Standards, and Crime Scene Investigations Units are working on this investigation in conjunction with the City's Office of Public Safety Accountability and the Sacramento County District Attorney's Office.

Arrest of Demetrius Shaffer

On January 4, 2011, shortly after 7:30 p.m., detectives from the Sacramento County Sheriff’s Department’s Major Crimes Bureau arrested Demetrius SHAFFER for an outstanding warrant related to a sexual assault. Detectives had previously identified SHAFFER as someone who they wanted to question regarding Rajeet Kor Singh, whose body was found during the early morning hours of January 1, 2011. SHAFFER was the last known person to have had contact with Singh in the hours preceding her death.

Sheriff’s detectives had received anonymous tips earlier in the day that SHAFFER was at the Sacramento County Mental Health Center on Stockton Boulevard. Detectives responded to the facility, where they contacted SHAFFER, and took him into custody without incident.

SHAFFER was to be interviewed by Homicide detectives, pursuant to any information that he could provide related to Singh’s whereabouts and activities during the time preceding her death. At this time, the investigation into Singh’s homicide remains ongoing.

Chico Man Arrested For
Possession of Child Pornography

San Diego FBI Special Agent in Charge Keith Slotter, announces the arrest of Amado Nicholas Hernandez, age 31, of Chico, California. Hernandez was arrested on Sunday, January 2, 2011, at approximately 8:30 a.m., as he arrived on board a cruise ship at the Port of San Diego.

Hernandez was arrested by FBI Agents based on information developed from an investigation conducted by the Sacramento FBI. According to the affidavit in support of a federal criminal complaint filed in this matter, Hernandez is alleged to have received and possessed child pornography in violation of federal laws.

In the summer of 2010, the Sacramento Division of the FBI received information from a deputy of the Glenn County Sheriff’s Department regarding a computer he received from a concerned citizen. The concerned citizen had received the computer at an estate sale in Chico, California. The computer had been given away by a woman holding the estate sale because the computer was thought to be broken. The person who received the computer was a technician who was able to repair the computer. Once the computer was repaired, the concerned citizen discovered images of child pornography on the hard drive. The concerned citizen promptly turned the computer over to law enforcement.

A law enforcement forensic review of the computer revealed that there were approximately 450 still images files of child pornography and approximately 250 video files of child pornography on the abandoned computer. Additional review of the computer and address checks for the estate sale residence linked Hernandez to both the computer and residence.

The still and video images found on Hernandez’s computer were forwarded to the National Center for Missing and Exploited Children (NCMEC) which compared those files with images of known child pornography victims. NCMEC subsequently reported that 43 of the submitted videos files were of known child victims from 15 different identifiable series of child pornography. Additionally, NCMEC reported that there were 72 child pornography still images from 35 different identifiable series of child pornography. As there were some video and image files from the same series, there were a total of 44 different child victims who appeared in video or image files on the abandoned computer.

On Monday, January 3, 2011, a federal arrest warrant was authorized by a U.S. Magistrate Judge, from the United States District Court, Eastern District of California, charging Hernandez with receiving and possessing child pornography.

On Monday, January 3, 2011, Hernandez was booked into the Bureau of Prisons (BOP) Metropolitan Correctional Center (MCC). Hernandez is expected to appear before a U.S. Magistrate Judge, on Tuesday, January 4, 2011.

An arrest itself is not evidence that the defendant committed crimes charged. The defendant is presumed innocent until the government meets its burden in court of proving guilt beyond a reasonable doubt.

Special Election Today

In case you missed it, there is a special election today for to fill the vacancy in Senate District 1 (SD1) left by the passing of Senator Dave Cox. The race is between Republican Assembly Member Ted Gaines and Democratic Rancho Cordova Mayor Ken Cooley.

Because low voter turnout is expected, polling places throughout the district have been consolidated. A complete list of district-wide polling places is available here.

Sac Sheriff Seek ID of Person Seen with Mills Park Drive Homicide Victim

As Sacramento County Sheriff’s Homicide detectives continue their investigation into the January 1, 2011 murder of Rajeet Kor Singh, they have located security video (see video here) from a card room located on Folsom Boulevard near where Singh’s body was found on Mills Park Drive.

The video shows a Black male adult playing cards, and walking through the establishment during the early morning hours of January 1, 2011. Detectives have been told Singh was also at the card room at the same time and was seen with the man shown in the video.

This unidentified man is not a suspect at this time. However, detectives would like to speak to him as they continue to develop a time line for Singh’s activities and whereabouts during the time preceding her death.
