Defendant Sentenced for Felony Convictions, Stemming from Welfare Fraud



The Honorable Michael Kenny sentenced Randnette Billings today to four years and four months in county jail prison. Billings will serve two years in custody and two years and four months on mandatory supervision by the Sacramento County Probation Department. 

On March 9, 2017, a jury convicted Billings of felony welfare fraud, felony perjury, felony offering a false document at a legal proceeding, felony grand theft and felony offering a false claim for payment. Billings was on public assistance from 2006 through 2010. She concealed the fact that she was working as an In-Home Supportive Services (IHSS) provider, which led to a loss of approximately $54,000 dollars to the Department of Human Assistance (DHA). 

Billings committed perjury when she made the misrepresentation of her income. When DHA told her of the fraud, she requested a hearing in front of an Administrative Law Judge. At the hearing, Billings offered a forged letter from the Sacramento Public Authority, which led to a decision in her favor. 

Investigation of the letter revealed it was a forgery, which led to a second hearing held by the county and a reversal in the initial decision. Billings also committed grand theft of more than $2,000 from IHSS. Billings submitted a false claim for payment for alleged services she provided when her client was confined to a hospital and skilled nursing facility
